SPOKANE VALLEY, Wash. — The Spokane County Prosecutor’s Office determined that four law enforcement officers acted lawfully when they fatally shot Ryan Tietsort on June 15, 2025.
Deputy Kyle Felix and Washington State Patrol Troopers Dallas Slemp, Jordan Berezay, and Alek Black will face no criminal charges.
Ryan Tietsort carjacked a vehicle in Spokane Valley around 8:30 a.m., then drove toward Idaho at speeds exceeding 90 mph.
In State Line, Idaho, he struck motorcyclist Richard Embree, who died from his injuries.
At a gas station, Tietsort shot Gary Hill, who attempted to defend himself. Hill died despite first responders’ efforts.
At 8:55 a.m., Tietsort ran a red light at Pines and Sprague, crashing into a minivan and an unoccupied WSP patrol vehicle. He exited with his rifle still in hand. Officers fired their weapons. Tietsort was struck and pronounced dead.
The prosecutor’s office concluded all four officers acted in good faith and were justified under Washington law.
Tietsort had committed multiple serious felonies and posed an immediate threat to officers and the public.
