Extended hours to help fire victims at Development Service Center at Shadle Park Library

SPOKANE, Wash. -- The city of Spokane says the Development Service Center office at Shadle Park Library will be extending its hours to continue helping fire victims.

A city planner and plan reviewer will be on-site at the library this week from 9 a.m. to 5 p.m. Monday through Friday to meet with fire victims.

Next week, the DSC will be open from 9 a.m. to 5 p.m. Tuesday through Thursday. It will also be open on Saturday, October 24 from 9 a.m. to 2 p.m.

The staff members available will be able to help people navigate the permitting process when trying to rebuild after the Spokane area fires.

Fall yard debris burning allowed in Moscow starting October 16

MOSCOW, Idaho — The City of Moscow Fire Department has announced the fall burning season will begin October 16 and continue through December 13, according to fire officials.

Open burning is permitted for garden waste, tree trimmings, and brush only. Residents must maintain specific distances between fires and structures: at least 25 feet for piles 3 feet or less in diameter and 2 feet or less in height, and 50 feet for larger piles.

A water source must be available at all times, and a competent person must remain at the burn site until the fire is completely extinguished. Residents must be in legal control of the property where burning takes place.

The burning season does not permit lot burning, leaves, grass trimmings, or paper products, according to city regulations. No waste that produces toxic or offensive odors is allowed, and demolition or construction site burning is prohibited.

All burning must be completed before dark, and fires must be completely extinguished before leaving the site. A written permit is not required, but residents who fail to meet requirements may face fines per the City of Moscow Code.

Burning will be ordered stopped if smoke is offensive to neighbors or poses a hazard. Burning is also prohibited if the Department of Environmental Quality issues an air quality alert with a mandatory burn ban.

On Thursday, October 15, you can enjoy a free ride on the historic Looff Carrousel in Riverfront Park from 2 p.m. to 4 p.m.

The Looff Carrousel first opened in Riverfront Park in 1975.

Nowadays, the carrousel welcomes over 300,000 riders every year.

Man arrested for deadly stabbing on North Hamilton Street Tuesday evening

SPOKANE, Wash. -- A man was arrested for a deadly stabbing that happened on North Hamilton Street Tuesday evening.

According to Spokane Police, 41-year-old Richard W. Brown was booked into the Spokane County Jail for second-degree murder.

Brown is accused of stabbing another man to death during a fight around 8:20 p.m. on Tuesday. The victim had multiple stab wounds and was pronounced dead at the scene.

Police say the Medical Examiner will release the identity of the victim and the cause of death at a later time.

This incident is still under investigation.

City of Pullman laying off five staff members in October

PULLMAN, Wash. -- The City of Pullman is laying off five employees this month as part of a long-term plan to balance the city's budget.

According to the city, two building inspectors, one assistant city planner, one administrative assistant for the fire department and one part-time library assistant will be laid off..

Additionally, the fire department will also change the status of six reserve firefighters to laid off, effective November 9.

The city says these layoffs have reduced the city's workforce by the equivalent of 31 full-time positions since January.

“It’s incredibly difficult to make these kinds of decisions, especially the ones that directly impact our team,” said City Administrator Sean Wells. “But if we want to build a sustainable Pullman, we have to make the hard choices that will allow us to preserve the core services we provide in our community.”

Spokane fire relief: City considers ordinances to help homeowners rebuild

SPOKANE, Wash. — Spokane city officials are voting on ordinances to ease the rebuilding process for homeowners who lost property in the Spokane Complex Fires, though some homeowners remain concerned their neighborhoods may fundamentally change.

The City Council will hear public testimony and vote on the two ordinances at tonight's meeting. One would permit homeowners to place temporary housing units, such as a motorhome, on or adjacent to their property while they rebuild their primary residences. The second ordinance would grant regulatory relief by allowing homeowners to reconstruct buildings exactly as they existed before the fires, even if local zoning codes have changed since the original structures were built.

City planners note that current zoning rules, developed after many fire-damaged neighborhoods were originally constructed, now allow for more units and greater flexibility in housing types. Those rules were not written with the expectation that entire fire-damaged areas would require simultaneous reconstruction.

However, some property owners worry about what neighborhoods will look like once rebuilding concludes. Spencer Gardner expressed concerns about potential speculative development patterns. "There are some concerns about preparatory behavior: people coming in and buying multiple properties in a row and building in a way that was significantly different than what was really envisioned," Gardner said.

To address these concerns, city officials revised the ordinance to include a four-unit limit per lot for new developments.

Tonight's meeting begins at 6 p.m. at Spokane City Hall.

Severity of domestic violence cases rising in Spokane County, YWCA warns

SPOKANE, Wash. — The YWCA reports cases of domestic violence in Spokane County are growing more severe, with the organization seeing a significant surge in calls to its helpline.

The organization received roughly 5,000 calls for help last year, up approximately 1,000 from the prior year. Beyond the volume increase, the YWCA has identified a troubling shift: cases are becoming more severe.

"Especially this year, we are seeing people in really high acuity situations," said Briana Berner, Director of Philanthropy at the YWCA. "So they are really struggling financially which puts additional stress on the domestic violence and the relationship where there is that power and control dynamic."

The financial strain is driving more people to seek legal assistance. The YWCA's legal services division has tripled the number of people it serves this past year.

According to the YWCA, Spokane County ranks among the highest in the state for domestic violence rates. Local police respond to approximately 237 domestic violence calls each month, underscoring the prevalence of the issue.

This October, the YWCA is observing Domestic Violence Action Month, a critical time to educate the community and support survivors. The organization is encouraging people to take concrete steps to help.

The YWCA has developed a DVAM Action Kit available on its website that includes domestic violence facts, posters for display, and educational training opportunities.

Free online training sessions are also available through the YWCA and open to anyone interested in learning how to support domestic violence survivors. These sessions are designed for community members seeking practical knowledge.

Finally, on October 22, the YWCA is hosting an Impact Tour from 5 to 7 p.m. at 930 North Monroe Street in Spokane. The tour allows participants to speak directly with program staff members who share information about their daily work, current challenges, and success stories. A question-and-answer session follows the presentations.

Coeur d’Alene woman sentenced to prison for stealing over $1 million from Spokane Valley small business

COEUR D'ALENE, Idaho -- A Coeur d'Alene woman was sentenced to almost 3 years in federal prison for stealing over $1 million from a small business in Spokane Valley.

According to court records, 48-year-old Tahnya Hyung Shafer worked as a human resource manager for the business between 2023 and 2025.

During that time, Shafer stole from her former employer by inflating her paychecks and causing payments to vendors to be sent to her personal bank account instead of to the vendors.

The U.S. attorney's office says in total, Shafer stole over $1 million, most of which she spent at casinos in north Idaho.

Shafer was sentenced to 33 months in federal prison. She was also ordered to pay over $1 million in restitution to her former employer.

Method Juice Cafe to open new location in River Park Square

Starting next month, the cafe will open a location at River Park Square.

Two Sacajawea Middle School students hit by vehicle while walking to school

SPOKANE, Wash. -- Two students were hit by a vehicle and taken to the hospital Wednesday morning.

According to Spokane police, a vehicle hit the two at 29th Avenue and Grand Boulevard near Sacajawea Middle School just after 8 a.m.

Spokane Public Schools says the two were hospitalized with non-life-threatening injuries. Classes will continue as normal.

SPD says no arrests have been made at this time, and the driver stayed at the scene.
