SPOKANE VALLEY, Wash. — The Spokane Valley Police Department and City of Spokane Valley are being sued over a man’s wrongful arrest.
Attorneys for Joshua Clark say he was unlawfully arrested without probable cause in October 2023 outside an apartment complex on Sprague Avenue.
Body-cam footage shows an officer opening Clark’s vehicle door while he was in the driver’s seat and forcibly pulling him to the ground. Part of the video also shows the officer striking Clark in the back of the head.

In the officer’s report of the incident, he said Clark matched the description of a trespassing suspect he was investigating and was in the suspect vehicle. The officer reported Clark assaulted him but Clark’s attorneys refute that.
The officer did arrest Clark for obstruction, assault, and resisting but the charges were dismissed with prejudice.
