BONNERS FERRY, Idaho — Husband and wife owners of a daycare in Bonners Ferry were turned in by their family member, the Bonners Ferry police chief, for alleged sexual misconduct.
54-year-old Richard Cowell and 50-year-old Katherine Cowell face charges of lewd conduct with a minor under the age 16.
According to court documents, the Cowells are accused of having sexual contact with a person between the ages of 14-16 between 2012 and 2015.
A Boundary County spokesperson says Bonners Ferry Police Chief Willie Cowell turned in his brother, Richard, and sister-in-law, Katherine, when he learned of the alleged crimes. Richard and Katherine were arrested Wednesday, February 5.
Boundary County says due to the relationship between the suspect and the police chief, Boundary County Prosecutor Andrakay Pluid recused herself from the case. The case will be prosecuted by Bonner County.
The Idaho Secretary of State’s Office shows the Cowells operated a daycare facility in Bonners Ferry, Little Zoo Keepers. An active business license shows the facility was opened in May of 2024. The facility did not appear in lists of licensed childcare facilities in Idaho.
Boundary County was unable to confirm if the daycare is part of the investigation.
