Update, 4:48 p.m. Spokane Police has developed probable cause to arrest 37-year-old Chad Horne for arson.
Horne was last seen near the Walmart at Sullivan and Broadway in Spokane Valley around 2 p.m.
SPD says Horne may be eastbound and on foot.
Horne is a white male, 5 feet 11 inches with a slim build. He was last seen with blond hair, a dark-colored bike or spandex sports, a white headband, a black tank top and carrying a large bag.

SPOKANE, Wash. — The Spokane Police Department is looking for a man with a history of burning as part of an investigation into arsons in downtown Spokane.
According to SPD’s Major Crimes Unit, 37-year-old Chad Horne is wanted for an unrelated domestic violence charge but is a person of interest in a series of arsons that occurred Tuesday.
SPD says Horne was seen on surveillance footage near one of the fire’s yesterday. He’s described as 5’11”, slim build, and often with dyed hair or wigs.
Horne previously pled guilty to reckless burning in 2024 and was sentenced to two months.
