SPOKANE, Wash. — A man accused of gunning down a woman in North Spokane in the summer of 2024 was extradited from Colorado on April 8, 2025, KXLY has learned.

Couger Devereaux was booked into the Spokane County Jail at the start of the month, and held on $1,000,000 bond in Spokane District Court by Judge Protem Vance Peterson.
According to court documents, Devereaux was involved in a gang in Spokane, which had rival gangs.
In the early morning hours of July 7, 2024, an affidavit of facts filed by Spokane Police said he opened fire on a group of people, including gang rivals, who were gathered at a Spokane overlook known as “West View,” which is on a road up the hill from Emerson Park.
Maria, also known as Mary Kapustin, was struck by a bullet that went from her back and through her chest while she sat on the hood of a car.
Police said she fell to the ground after being shot, and most of the group scrambled to leave.
Only a few people stayed behind to try to help Kapustin, who died at the scene.
According to court documents, Devereaux took off in the car he was driving, and eventually traveled to Greeley, Colorado, where he was caught by law enforcement.
Police said the rival gangs had prior violent run-ins before the shooting that killed Kapustin.
Detectives pointed to a shooting on June 9, 2024 in the parking lot of the Northtown Mall, a shooting in the parking lot in the area southeast of the Sister Haven Apartments on June 14, 2024, and a shooting in the parking lot of the Cedar Ridge Apartments on N. Market St. on June 16, 2024.
It was believed that Devereaux retaliated July 7 over the June 9 shooting.
Police said they uncovered surveillance footage showing Devereaux approaching the group, and taking off in the same car after shots were fired that morning.
Detectives also learned that Devereaux’s phone “pinged” off of several cell phone towers in the area around the time of the shooting.
Devereaux is charged with 2nd-degree murder and drive-by shooting.
