SPOKANE, Wash. — The deputies who shot and killed a man in North Spokane last year will not face charges, according to the Spokane County Prosecutor’s Office.
Prosecutor Larry Haskell determined Deputies Hunter Ballou, Matthew Costello, Travis Moser, and Parker Perry were justified in the killing of 55-year-old Richard Rogissart in January 2024.
The incident occurred at N. Calispel Street and W. Lyons when deputies responded to a home for reports of Roggisart threatening to kill his neighbor with a baton.
During the incident, Roggisart barricaded himself in his home until deputies breached the door.
According to the prosecutor, when law enforcement went inside, Roggisart swung an axe at the deputies narrowly missing one of the deputy’s head.
Roggisart was then shot and killed.
The incident was investigated by the Spokane Independent Investigative Response Team.
