PULLMAN, Wash. — Save the Palouse, a 501(c)(4) nonprofit, has hired the Law Offices of J. Richard Aramburu PLLC to lead legal efforts against the proposed Harvest Hills Wind project.
The law firm submitted a letter to the Whitman County Board of Commissioners ahead of their Jan. 6 meeting, requesting a delay in approving a reimbursement agreement with Harvest Hills Wind LLC until the newly appointed commissioner for District 3 is seated.
The letter also expresses concerns about the agreement’s long-term impact on the county.
Save the Palouse estimates legal costs will reach hundreds of thousands of dollars and is calling for donations to fund the effort, which includes legal expenses and public advocacy.
The group opposes the reimbursement agreement, arguing that moving forward with the project during a transitional period could undermine public trust.
The Harvest Hills project, which would place over 45 industrial wind turbines near Kamiak Butte, could disrupt agriculture and harm the region’s scenic views, Save the Palouse contends.
The nonprofit also opposes the selection of Tetra Tech for managing the environmental review, citing legal concerns and Tetra Tech’s history of working with renewable energy developers.
Save the Palouse is calling for a transparent bidding process.
Further concerns include the insufficient time for public review and a lack of critical project details.
Save the Palouse proposes creating a “Counsel for the Community” to advocate for residents during the review process.
